Atmospheric Pollutant Emission Monitoring Technology Guidelines HJ/T 55-2000
Introduction
In order to improve the prevention and control of atmospheric pollution and protect the ecological environment, China has issued the “Atmospheric Pollution Prevention and Control Law”, the “Environmental Quality Standards” and various technical codes and product standards. Among them, the “Atmospheric Pollutant Emission Monitoring Technology Guidelines HJ/T 55-2000” is the basis of atmospheric pollutant emission monitoring.
The measurement of the atmospheric pollutant concentration or emission concentration and its calculation of the pollution load are important tools in the management of the atmospheric pollution; they are essential references in the assessment of the atmospheric environment quality and the implementation of regional emission control.
The Technical Guidelines is applicable to urban, regional, and industrial atmospheric pollutants, including particulate matter (PM10, PM2.5), sulfur dioxide (SO2), nitrogen oxides (NOx), carbon monoxide (CO), and hydrocarbons (VOCs).
Technical requirements
The Technical Guideline stipulates the technical requirements for the measurement of the atmospheric pollutants emission concentration in different urban, regional and industrial sources, including the requirements for the design, architecture, installation and personnel qualification of air pollution monitoring stations, the list of monitoring and calibration instruments that are necessary for emissions monitoring, the samples collection and analysis, and data management and processing.
Monitoring technology
The Technical Guidelines also specified different monitoring methods for PM and gaseous pollutants, such as particulate matter monitoring, and monitoring of sulfur dioxide, nitrogen oxides, carbon monoxide, and volatile organic compounds.
For particulate matter, the Technical Guidelines proposes a “Prime source sampler” method which collects the particulate matter directly from the emission source. For sizing relative to PM10 and PM2.5, a Cut size sampler using the gravimetric method is used.
For gaseous pollutants such as SO2, NOx, CO, and VOCs, the Technical Guidelines proposes three methods;absorption monitoring and catalytic combustion monitoring, which utilizes a gas chromatograph to measure the concentration of pollutants; and an automatic monitoring method, which measures the concentration of pollutants by immersing an electrode in the absorber, and monitoring the current output.
Data management and analysis
The Technical Guidelines also proposed requirements for the management and analysis of air pollution emission monitoring data. It proposed a requirements of data correction, calibration and validation, including the establishment of quality assurance (QA) and quality control (QC). It also proposed a guideline on atmospheric pollutant emission load calculation, and the interpretation of the results.
