1 Introduction

The General Technical Conditions for the Packaging of Hazardous Goods for Transport of China (GBT 12463-90) applies to all kinds of dangerous goods packaging for transport by road, rail, sea or air between the Peoples Republic of China and other countries or regions. It was formulated by the Ministry of Agriculture. The implementation of the standard is an important part of the implementation of the dangerous goods packaging regulations in China. It is also an important measure to reduce safety accidents and improve the management of dangerous goods packaging. The purpose of this standard is to define packaging requirements and test methods to ensure that dangerous goods are safely transported.

2 Scope

This Standard applies to the packaging of hazardous materials for transport, including general packaging and special packaging.

3 Terminology

3.1 General Terms

3.2 Special Terms

The key terms used in this Standard are defined as follows:

4 General Requirements

Dangerous goods packaging must meet the requirements of this Standard, so as to ensure that the package is safe and intact during the transport process.

4.1 Design and materials

The design of the package shall consider safety, efficiency and economy. The selection of materials shall be based on the characteristics of the dangerous goods, such as temperature, pressure, corrosive and toxic characteristics, as well as weight and size of the goods.

4.2 Dimensions and weight

The design of the package shall ensure that the package meets the required performance and has enough strength and stability to maintain the form during the transport process. The package shall be tested and examined to comply with the maximum payload limit, roadworthiness and stowage requirements.

5 Packaging testing methods

5.1 General method

The packaging test shall at least fulfil the requirements of GB/T 2881 Packaging and Verification Test Methods.

5.2 Leakage tests

The leakage test for a package for dangerous goods shall comply with the provisions of GB/T 2882-2015 Leakage Test for Packaged Dangerous Goods.

6 Marking and Labelling

The packaging of dangerous goods shall be marked in accordance with the provisions of GB/T 17593-1995 Marking and Labelling of Dangerous Goods for Transport, and the packaging shall be labelled with the packaging test information.

7 Product Manual

7.1 Package manual

The package manual shall contain the following information:

a) Information about the dangerous goods;

b) Package Material;

c) Package Form;

d) Control requirements against the specified package.

7.2 Product instruction manual

The product instruction manual shall contain the following information:

a) Objectives and scope of product use;

b) Product description;

c) Product structure and parts;

d) Inspection and maintenance methods;

e) Environmental protection information;

f) Warnings.

8 Other requirements

The State shall stipulate the requirements for the inspection and approval of the packaging and transport of dangerous goods according to their different characters.
