1 Introduction

The purpose of this standard is to provide standard parameters for evaluating the reliability of civilian buildings. This standard is designed to enable authorities to identify and validate structures that are safe and reliable.

2 Scope of Application

This standard is applicable to new general civil engineering structures, including: multi-storey and high-rise residential buildings; office buildings; shopping malls; industrial buildings; hotels; schools and other large buildings used for public purposes.

3 Structure and Exterior

3.1 Structure

3.1.1 Foundation and Retaining System

Foundation and retaining systems shall comply with the relevant national standards for foundations for buildings and shall be installed in accordance with the relevant provisions.

3.1.2 Structural System

The structural system of the building shall comply with the relevant national standards for buildings. The structural calculation and construction shall be in accordance with the relevant provisions.

3.1.3 Vertical and Horizontal Seismic Fortification

Component parts of the building, such as walls and frames, shall be designed to meet the requirements of seismic fortification.

3.2 Exterior

3.2.1 Roof System

The roof system shall comply with the relevant code of practice for roof systems as specified in the relevant national standard(s) of the building.

3.2.2 External Wall System

The design, construction and installation of external walls shall comply with the relevant specifications, requirements and regulations.

3.2.3 Window and Door System

The design, construction and installation of window and door systems shall comply with the relevant specifications, requirements and regulations.

4 Building Equipments and Fittings

4.1 Fire protection system

The fire protection system shall comply with relevant national fire protection standards.

4.2 Lighting System

The design, installation and maintenance of the lighting system shall comply with relevant national standards.

4.3 Ventilation System

The design, installation and maintenance of the ventilation system shall comply with relevant national standards.

4.4 Water Supply and Drainage System

The design, installation and maintenance of the water supply and drainage system shall comply with the relevant national and local standards.

4.5 Elevator System

The design, installation and maintenance of the elevator system shall comply with the relevant national and local standards.

5 Quality Control and Operation

5.1 Quality Control

The construction materials and equipment used in the building must be inspected and approved by the responsible personnel before being used in the building.

5.2 Operation

The building shall be maintained and operated in accordance with national and local regulations.

6 Evaluation

6.1 Evaluation of the Reliability of Buildings

The reliability of the building shall be evaluated based on the parameters defined in this standard.

6.2 Evaluation Criteria

The evaluation criteria for the building shall be in accordance with the following:

(1) Structure: Structural design and seismic fortification shall meet the provisions in this standard;

(2) Exterior: External walls, roof, windows and doors shall meet the applicable requirements in this standard;

(3) Building equipments and fittings: Fire protection system, lighting system, ventilation system, water supply and drainage system and elevator system shall meet the applicable requirements in this standard;

(4) Quality control: All materials and equipment shall be inspected and approved before installation;

(5) Operation: The building shall be operated in accordance with the relevant regulations.

7 Testing

In order to ensure compliance with this standard, the building shall undergo a series of tests and inspections by the responsible personnel at the completion of construction. The tests shall include: structural tests to ensure structural safety, load tests, fire protection tests, lighting system tests, ventilation system tests, water supply and drainage system tests, mechanical tests and other tests as required by the responsible entities.

8 Reporting

The results of the tests and inspections, as well as the evaluation criteria and tests carried out shall be documented in a report and submitted for approval to the responsible entity.

9 Re-evaluation

>Re-evaluation of the building shall be carried out from time to time in order to ensure that the building continues to comply with this standard.

10 Revision

This standard may be revised at any time. All parties concerned shall be notified of any revision.

This standard shall come into effect on 1 January 2000 and shall remain in effect until rescinded.
