Introduction
The China Mining Management Institute (CMMi) is an agency of the Chinese government that works to strengthen the capacity of the mining sector in China to develop and implement effective policies and strategies. It is responsible for the formulation and implementation of mining industry policies and regulations, as well as promoting initiatives and behaviors aimed at enhancing the development of the mining sector. The CMMi also works with local governments in conducting research, formulating new laws and standards, and formulating measures to facilitate mining operations and environmental protection.
Background
Mining activities have long been important to theChinese economy, providing critical resources required for economic development and boosting international trade. Over the past decades, the mining industry has been growing at a rapid pace due to increased demand for minerals and other energy sources, whilst Chinese mining policies and regulations have lagged behind these developments. This created a gap between China’s mining industry and international standards, resulting in a lack of competitiveness and inefficiency.
To address this gap, in April 2005 the Chinese government established the China Mining Management Institute (CMMi). The Institutes core mission is to strengthen the capacity of the mining sector in China to develop and implement sound mining industry policies, regulations and standards that are aligned with international standards.
The CMMi is managed by the State Council, which is China’s highest administrative organ. It is a department of the National Development and Reform Commission (NDRC) and is affiliated to the Ministry of Land and Resources (MLR). The CMMi’s headquarters is located in Beijing, but it also has several regional offices in other parts of the country.
Objectives
The main objectives of the CMMi are to:
• Establish and regulate effective policies and regulations for the Chinese mining industry
• Develop and implement standards for efficient energy production, resource exploitation and environmental protection
• Implement and guide national and local policies
• Introduce international best practices for safe and responsible mining
• Promote responsible production and use of energy resources

• Enhance the capacity building of the entire mining industry
• Establish a sound system for the information exchange between national and local governments
Activities
The CMMi promotes and implements comprehensive initiatives and activities to support the development of the mining industry in China, including:
