Regulations for the Supervision and Safety Inspection of Quality of Special Equipment
Article 1 These regulations are formulated in accordance with relevant laws and regulations in order to strengthen the supervision and inspection of the quality of special equipment, standardize the safety management of special equipment, and protect public safety.
Article 2 Special equipment mentioned in these regulations refers to the machines, pressure vessels, elevators, and hoists used in industry, agriculture, construction, and other sectors that are specially designed, manufactured and constructed.
Article 3 The quality inspection of special equipment shall be conducted in accordance with the relevant national standards and regulations. The inspection report issued by the qualified inspection agency shall be submitted for approval and the stamp of the special equipment approved by the relevant department shall be attached.
Article 4 The manufacture, installation, maintenance and use of special equipment shall be subject to strict technical standards and safety inspection. The manufacturer shall ensure that the design, manufacturing materials and technical requirements of the special equipment meet the relevant standards.
Article 5 During the manufacturing, installation and maintenance process of special equipment, qualified personnel shall be arranged for inspection and testing. The maintenance and use of special equipment shall abide by the technical requirements.
Article 6 The daily use of special equipment shall be regularly inspected and safeguarded. If there is a safety hazard, it shall be eliminated in time and the safety inspection report shall be issued within the prescribed time limit.
Article 7 The inspection and maintenance of special equipment shall be carried out among qualified inspection personnel and the records shall be retained.
Article 8 The owner of the special equipment shall be responsible for the registration and rectification of the special equipment. Once it is found that there is a serious safety hazard caused by special equipment, the relevant department shall be informed as soon as possible.
Article 9 It is forbidden to protect the defective special equipment. The properties and operators found to be protecting the defective special equipment shall be disposed of harshly according to law.
Article 10 The unit or individual leasing and operating the special equipment shall ensure that the safety standards of the special equipment meet the requirements, and periodically submit the safety inspection report.
Article 11 All units and individuals shall support the supervising and inspecting staff of the relevant departments in their regulation and maintenance of the quality of special equipment, and shall not refuse or obstruct the inspection activities.
Article 12 Those who violate these Regulations shall be ordered to correct them by the safety supervision department. If the circumstances are serious, they shall be punished in accordance with relevant laws and regulations.
Article 13 These Regulations shall come into force as of the date of promulgation.
