The bidding period is an important part of each project in the process of selecting a contractor. It is necessary to set a reasonable bidding period, because it affects the convenience of bidders and the quality of bidders, and then affects the whole project.
In general, the period of bidding can be divided into the following three types.
The first type is the period of open bidding. This period is specially designed to make full use of the competition mechanism of the market and let many participating units participate in the competition. At this time, the bidder can participate in the bidding without restriction.
The second type is the period of limited bidding, which requires the bidders to submit certain qualifications, such as existing qualifications. At the same time, the period of restricted bidding is longer than that of open bidding.
The third type is the confidential bidding period. This period is mostly used when it is necessary to keep the project confidential. This period requires bidders to sign a confidentiality agreement before bidding. At the same time, bidders must submit the relevant qualifications, such as financial strength and technical strength.
It is very important to set a reasonable bidding period. Whether it is the period of open bidding, the period of restricted bidding or the period of confidential bidding, it needs to be considered comprehensively according to the actual situation of the project. The specific measures are as follows.
1. Clearly define the period of tender announcement, registration and delivery. Before the enrollment period, it should be announced to potential bidders in time, so as to avoid time wastage. At the same time, the time limit of registration should be appropriately extended to give requirements to bidders with special technical requirements or business nature.
2. Set a reasonable time limit for the submission and opening of bids, so that bidders can arrange bidding work reasonably. When the bidding document is complicated and the calculation is complex, or the submission and opening of bids should be synchronous, the bidding period should be appropriately extended to ensure that the bidder has enough time to participate.
The deadline for registration and bidding should be determined based on the actual situation. If the project requires a high degree of secrecy, the registration deadline for the bidder should be appropriately extended to avoid leakage of information; if the project requires more bidders to participate, the registration and bidding time should be appropriately extended to facilitate the participation of more bidders.
Only by setting a reasonable bidding period, can the project get more bidders, increase the competitive pressure, and bring more benefits to the project side. Therefore, it is necessary to set a reasonable bidding period.
