Entertainment Venue Management Regulations
Preamble
This Regulation is formulated by the Peoples Government in order to ensure the order of entertainment venues, protect the legitimate rights and interests of citizens, legal persons and other organizations and maintain social public interests and social stability.
Article 1 In accordance with the provisions of this Regulation, the management of entertainment venues in the jurisdiction shall be regulated.
Article 2 The entertainment venue referred to in this Regulation refers to places for entertainment and leisure activities set up within the administrative region of the Peoples Government, including cultural and entertainment venues, karaoke venues, cafes, bars, leisure and entertainment venues, and other entertainment venues.
Article 3 Entertainment venues shall abide by laws, regulations, national policies and social morality, and shall operate without infringing the legitimate rights and interests of citizens, legal persons and other organizations.
Article 4 The establishment of entertainment venues shall obtain the business license, shall observe the relevant laws and regulations, shall abide by the conventions, shall not endanger public safety, shall not cause serious harm to public interests, and shall obtain the approval of the peoples government at the county level or higher.
Article 5 The operator of the entertainment venue shall abide by laws, regulations and national policies, take the initiative to establish and improve the internal management system, set up corresponding rules and regulations, implement sound management and market supervision, and provide customers with standardized and quality services.
Article 6 The operator of the entertainment venue shall establish and complete fire safety, safety, hygiene and other management systems, strict implementation of corresponding regulations, and to ensure the safety of citizens, customers and staff on-site.
Article 7 The operator of the entertainment venue shall not hire or set up performance facilities and equipment that endanger public safety, disrupt public order, spread diseases, or violate social morality. The audio equipment in the venue shall not affect the public order and the normal rest of nearby residents.
Article 8 The operator of the entertainment venue shall not open for business or perform any activities without a business license or other license.
Article 9 The operator of the entertainment venue shall not cause nuisance to adjacent residences and venues, or advertise and display lights, sound and banners that exceed the scope of normal business activities.
Article 10 Each peoples government shall strengthen the supervision of the operation of the entertainment venue within its jurisdiction, and if it finds irregularities, it shall take appropriate measures to prevent, stop and rectify them in time.
Article 11 The peoples governments of all levels are encouraged to give guidance and support to the legal and service management of the entertainment venue, and to create a good social credit environment for the establishment and operation of the entertainment venue.
Article 12 If the provisions of this Regulation are violated, the relevant administrative organs shall be punished according to law and shall also be punished according to their respective penalties.
Article 13 This Regulation shall enter into force on the date of promulgation.
