In order to protect the environment, the State Council ratified the Steel Industry Water Pollution Emission Standard (GB 13456-92) on April 1, 1993, which became effective on July 1 of that same year. This standard applies to all types of steel plants, including both sintering and milling operations.

The standard makes clear that it is the responsibility of every steel plant to implement measures to control and reduce water pollution. It is particularly strict in limiting how much of potentially hazardous substances can be discharged into surrounding water sources.
