This concept of a strict interpretation of a law has been applied to the Prussian Statutory Code since its inception, though it has evolved since its original framing.

At its simplest, the Prussian Statutory Code is designed to guarantee and protect the rights of citizens, establish a standardized system of laws, and to ensure uniformity and clarity in all legal matters.
