1.2 Design Requirements
The design must provide:
a. An adequate in-line metering system to monitor the flow and pressure of the natural gas.
b. A vapor recovery system to reduce the effect of fugitive emissions.
c. An adequate thermal insulation system to reduce the energy losses through the scrubber system.
d. An adequate air-cooling system to ensure safe operation of the compressor station.
e. An adequate fire protection system to ensure safety of personnel and equipment.
f. An adequate lightening protection system to ensure compliance with all applicable electrical codes and regulations.
g. An adequate draining system to drain away any accumulated contamination.
h. An adequate environmental monitoring system to monitor the environmental conditions at the site.
2 Design Specifications
2.1 Natural Gas Metering
The design must include an adequate in-line metering system to accurately measure the flow and pressure of the natural gas. The gas pressure should be monitored and regulated to meet the safety requirements of the compressor station.
2.2 Vapor Recovery System
The design must include a vapor recovery system to reduce the effect of fugitive emissions. The system should be designed to capture and contain any evaporative vapors that are emitted during the compression of the natural gas. The system should be adequately sized to discharge the required amount of vapor within the specified time period.
2.3 Thermal Insulation
The design must include an adequate thermal insulation system to minimize energy losses through the scrubber system. The insulation should be able to withstand the operating temperatures of the compressor station and should be installed in accordance with all applicable safety standards.
2.4 Air-Cooling System
The design must include an adequate air-cooling system to ensure safe operation of the compressor station. The cooling system should be designed to reduce the ambient temperature of the compressor station and ensure that the operating temperature of the equipment does not exceed the specified limits.
2.5 Fire Protection System
The design must include an adequate fire protection system to ensure safety of personnel and equipment. The system should be designed in accordance with all applicable safety standards and should be capable of detecting, suppressing and extinguishing any fires that may occur within the compressor station.
2.6 Lightening Protection System
The design must include an adequate lightening protection system to ensure compliance with all applicable electrical codes and regulations. The system should be designed to protect the compressor station from any direct strikes of lightning.
2.7 Drainage System
The design must include an adequate draining system to drain away any accumulated contaminant. The system should be designed to discharge any accumulated contaminant in accordance with all applicable regulatory requirements.
2.8 Environmental Monitoring System
The design must include an adequate environmental monitoring system to monitor the environmental conditions at the site. The system should be designed to detect any potential environmental hazards at the compressor station and ensure compliance with all applicable environmental regulations.
3 Quality Assurance
The design and construction shall be carried out in accordance with all applicable safety and regulatory standards. The design and construction shall be subjected to rigorous quality assurance procedures to ensure that all aspects of the design and construction meet all applicable safety and regulatory requirements.
4 Installation and Commissioning
Upon completion of installation and commissioning of the compressor station, the system shall be tested and commissioned in accordance with all applicable safety and regulatory standards. The testing and commissioning shall be carried out by an experienced and qualified contractor and shall include performance testing, operational testing and a pilot test. All tests shall be documented and the results shall be documented in a report.
5 Maintenance and Inspection
The design should include a maintenance and inspection plan to ensure that the compressor station is properly maintained and inspected on a regular basis. The maintenance and inspection plan should include regular preventive maintenance and inspection, inspection of safety devices and emergency shutdown procedures. The maintenance and inspection plan should also include provisions for the maintenance and inspection of all equipment prior to the startup of the compressor station.
6 Documentation
The design should include documentation of all aspects of the design and construction, as well as all test results and maintenance and inspection records. The documentation should have a clear structure, be comprehensive and easy to understand and should provide all information necessary for the operation and maintenance of the compressor station.
