The Upgrade of Technology Innovation Industry Theory
Abstract
As the prevalence of science and technology in the modern world, technology innovation industry has become the most important and influential economic growth driver. However, currently the traditional management and operation model and the outdated development method have become stumbling blocks for the industrys further development and upgrading. In order to resolve the existing problems in technology innovation industry, China must adhere to the development concept of innovation, coordination, green, open and sharing, and adapt and absorb relevant policies from international technology innovation industry, cultivate innovative industrial ecological environment, optimize resource allocation and strengthen talent support, so as to promote industry upgrade, and to build an industry system which is rule-adhering, standardized and high-standard.

1 Introduction
In the 21st century, since we entered the era of science and technology, the impact of science and technology on the production and lives of people has become increasingly obvious. Technologys innovative power has become an important driving force of economic growth and social progress worldwide. In China, technology innovation is increasingly becoming the main engine of economic growth as well. Currently the level of technology innovation industry in the country has been significantly improved and the innovation capacity has been enhanced. However, due to the influence of the traditional management and operational patterns and the out of date development methods, the development and upgrading of technology innovation industry still faces numerous shortcomings and bottlenecks.
2 The Status Quo of Technology Innovation Industry
2.1 The Excessive Adherence to Outdated Development Model
The technology innovation industry has increasingly become the new engine of China’s economic growth and its vitality has been increasing. However, due to the excessive adherence to the traditional management and operational model and the outdated development methods, the development of technology innovation industry has been restricted. For instance, during the development of China’s technology innovation industry, too much attention was paid to technological development, while their investment and input in other areas, such as market development, capital operation and industrial ecology, was relatively limited. In addition, many companies are also heavily relying on government subsidies, which has led to an excessive dependence on the government.
2.2 The Low Effect of Technology Innovation

3 The Upgrading of Theory for Technology Innovation Industry
In order to timely and effectively solve the existing problems in the development of China’s technology innovation industry, we must adhere to the development concept of “innovation, coordination, green, open and sharing”, and adapt and absorb relevant policies from international technology innovation industry.
3.1 Cultivate Innovative Industrial Ecological Environment
In order to resolve the existing problems in the technology innovation industry, we must actively cultivate the industrial ecological environment. We must create a public service platform and a policy support environment which can enable the mutual communication and connection between all the participating parties, such as enterprises, governments, financial institutions and organizations, so as to enable the joint innovation and cooperation between all the stakeholders in technology innovation industry.
3.2 Optimize Resource Allocation
In order to improve the efficiency of resource allocation in the technology innovation industry, we must strengthen the guidance and regulation of the capital market, improve the information disclosure system, optimize the allocation of various resources, and ensure the smooth circulation of capital in the system.

In addition, we must cultivate innovative industrial ecological environment, optimize resource allocation and enhance talent suport, so as to push forward the industry upgrade and build an industry system which is rule-adhering, standardized and high-standard.
