China Railway Third Engineering Bureau Co., Ltd (CRTHBE) is a wholly state-owned limited liability company established by the Ministry of Railways of the PRC in June 2004 with registered capital of 50 billion RMB. Supported by the strong resource advantages of China Railway Bureaus, the company creates and promotes a well-functioning joint venture to serve the development of railway engineering, engineering consultation, contracting and related businesses.
CRTHBE is specialized in designing and constructing railway projects and undertakings with import, export and crossboundary railway business operations and related investments, as well as providing professional consulting services in such areas as urban railway, express railway, and engineering contracting. In addition, it is also engaged in railway project management, land development, international tender logistics and other related services.
CEE has actively expanded its international business to create its own brand in an effort to become a leading force in international railway market. In 2006, it established CEEMB South Africa (PTY) Ltd., the first wholly owned subsidiary in Africa with branch offices in many countries such as Australia, South Africa, India and the United Kingdom. In recent years, CEE have not only extensively participated in constructing railway facilities in several countries in Asia, Africa, the CIS, and Americas, but also successively obtained plenty of large-scale railway projects such as the Vietnamese Ho Chi Minh-Long Binh railway project and the Chinese Chongqing-Huangshan-Quanzhou railway project.
CRTHBE sticks to the strategy of marketization management plus government-led guidance, and places importance on actively expanding the scale of domestic railway market to obtain more contracts, as well as setting practical goals in overseas markets so as to obtain newly-built engineering contracts of over 3 billion RMB per year.
