Rules for the Registration and Management of the Use of Pressure Containers Special Safety Equipments
1. General Provisions
(1) These rules are formulated in accordance with the regulations on safety supervision and management of special safety equipment and the relevant laws and regulations concerning pressure containers, so as to promote the standardization, regularization and informatization of the registration and management of the use of pressure containers.
(2) Pressure containers are equipment that meets the technical requirements specified in the special pressure vessel safety supervision regulations, that can contain and hold pressure and constitutes a special safety equipment. The use of such special safety equipment needs to be registered and managed.
(3) The safety supervision and administration of pressure containers are managed in accordance with the Pressure Vessel Safety Supervision Regulations.
2. Registration Requirements
(1) Every pressure container should have a national special pressure vessel safety supervision certificate. Those pressure containers with a single use validity period should be re-enrolled at their expiration.
(2) The application for registering pressure container use should be submitted to the local special equipment safety supervision administrative department for certification. The application for administering pressure container use should include the name of the pressure container and the necessary technical safety information such as the type, pressure range, volume, total weight, design pressure and temperature, manufacturing standard and production date.
(3) The following documents should be submitted along with the application for the registration and management of the use of a pressure container:
1) Three copies of the national special pressure vessel safety supervision certificate;
2) Three copies of the batch certificate of the pressure container;
3) Two copies of the relevant contract, agreement or certificate of the pressure container between the designing, manufacturing, inspecting and using units;
4) The safety inspection report(s) of the type test or periodic inspection of the pressure container.
(4) The registration and management of the use of a pressure container should be handled within 15 days from the date when the application for registration and management is submitted and all relevant documents are complete..
(5) After the registration and management is approved and completed, the safety supervision and administration department should issue to the applicant the original of the approval certificate of the registration and management,.
3. Supervision and Management
(1) Units should set up complete records and files for the registration and management of the use of a pressure container.
(2) The inspection and testing of a pressure container should be conducted regularly in accordance with the relevant regulations, and any abnormalities found should be rectified and handled in time.
(3) In case of any modification to the pressure container, an application for the modification should be submitted to and duly approved by the safety supervision and administration department.
(4) The safety supervision and administration department should organize the safety supervisors to supervise and inspect the units using the special safety devices in coordination with the relevant departments so as to ensure the safety, regularity, and effectiveness of the use of pressure containers.
(5) Units should ensure that the pressure containers are put into use as stipulated in the agreement or legal regulation and that the design, manufacturing, installation, and commissioning of the pressure containers satisfy the requirements of the Special Pressure Vessel Safety Supervision Regulations.
