The development of human society has always been the pursuit of the world, and people have done many explorations and studies in this regard. Unbalanced development theory is a theoretical system that includes the basic trends of development and the basic conditions of regional development. It is mainly used to explore the pattern of regional development and to study the corresponding countermeasures. Imbalanced development refers to the precarious gap between the development of industrial production in different regions and the serious differences in infrastructure, public services, industrial structure, and urban and rural incomes. It is the national, regional, and interregional phenomena of different economic development.

Imbalance development has become one of the most serious socio-economic problems in China. The inequality between different regions or income groups is reflected in the distribution of economic interests and social capital, the income gap between urban and rural areas, the consumption level and the extent of regional development. To tackle this issue, China has been exploring ways, like the go-west strategy and regional integrated development, to create a balanced development in the whole country and to stretch the gap between the regions.

The “go-west” strategy is aimed at strengthening the development and overall revitalization of the western region by solving the institutional, resource, and environment problems. On the basis of this, the idea of regional integrated development is put forward and implemented, which uses the whole region as the unit, and realizes the coordination of different regional urban and rural areas, industry, and population.

The “go-west” strategy and regional integrated development have played a positive role in promoting the balanced development, but more needs to be done. It requires effective financial support, the establishment of an efficient and effective management system, the improvement of public services and infrastructure, the rational allocation of resources, human capital investment, and stronger support for basic and key industries.
