THE NATIONAL ECONOMIC CENSUS LAW OF THE PEOPLES REPUBLIC OF CHINA
Preamble
In order to promote the provision of accurate and timely economic census data, to optimize the development of classifying and measuring national economic information, and to improve the system of national economic census, these provisions are formulated in accordance with the Constitution, relevant laws and administrative regulations, combined with the practice of the national economic census.
Article 1 In order to promote the provision of accurate and timely economic census data, optimize the development of classifying and measuring national economic information, improve the system of national economic census, and enhance the classification management of relevant economic entities and people, the State Council of the Peoples Republic of China shall, in accordance with national economic development level, economic plan as guide, adopt economic census to obtain economic data.
Article 2 All relevant economic entities and people should participate in and support the work of national economic census, and cooperate actively with the subsistence and statistical surveys conducted by the census agencies.
Article 3 The provinces (autonomous regions, municipalities directly under the Central Government and special administrative regions) shall, in accordance with the provisions of these regulations, carry out the national economic census within the respective administrative areas.
Article 4 The National Bureau of Statistics of the Peoples Republic of China (hereinafter referred to as the National Bureau of Statistics) is the statutory body to be responsible for the organization and implementation of the National Economic Census, and is the main body to establish and maintain the national economic census system.
Article 5 The National Bureau of Statistics has the right to commission relevant authorities at all levels to organize a national economic census.
Article 6 Subjects for the research shall include the economic aggregate and its changes of the national economic census area and the structure and characteristic of the economic census.
Article 7 The National Economic Census shall cover all the economic entities and units, such as enterprises (enterprises under special management shall be excluded from the census), farms and rural collective economic organizations and private non-enterprise units.
Article 8 The various departments of the National Bureau of Statistics, the professional departments of national economic census, the scientific research and other related departments shall provide technical support for the national economic census.
Article 9 On the basis of the provisions of this Law, the State Council shall formulate relevant rules and regulations.
Article 10 This Law shall come into force as of the date of promulgation.
